Sadly, we can say for now this is PIA's limitation for the Per App feature when using Android 11+. Although this is still at works, we are unable to provide an ETA on when the fix can be implemented. Please note that starting on Android 11, the said platform used to be able to get a list of all packages, and now you have to filter by specific criteria if the apps don't have those criteria they may not appear in the list so it'd be on how the third-party apps are choosing to tag themselves.
My apologies for the issue you are currently experiencing. "Thank you for contacting PIA customer support. I am still running the latest version on my primary phone. I have reverted to version 13.2.2 on my streaming app Android 12 phone and it works. To be honest I have been hounding them about this issue.
